IRAQ Integrity Project

Overview

The future stability of Iraq will largely be determined by the integrity of it’s new government.  A government office was created in Iraq in 2003, the Commission on Public Integrity or “CPI”. It is the first office of it’s type in Iraq and has over 1000 staff members.  The purpose of this office is to eradicate corruption in all levels of the Iraqi government.  The executives of this office have not had the opportunity to interact with the international anti-corruption community and have not had training commensurate with the task they are undertaking.

The international ethics and anti-corruption community has a conference once every 2 to 3 years. This year, it will take place in Guatemala in November.  See: www.12iacc.org  There will be over 1500 people attending this conference—the world’s experts in corruption prevention.  Officials of the Iraq Integrity Office will greatly benefit from this conference and it will be the key to their success in the future.  It will be the first interaction of the Iraq Integrity Office with the international anti-corruption field.

City Ethics and the International Forum Institute (IFI) have partnered to support the CPI in it’s endeavors.  IFI is a 501C3 tax exempt non-profit organization dedicated to promoting global cooperation, understanding and human rights.  IFI takes great pride in supporting programs in the Muslim world to empower women in all aspects of their lives.  City Ethics, also a 501C3 tax exempt non-profit organization, is comprised of governmental ethics specialists in Canada, Australia and the United States. It is affiliated with the Council on Governmental Ethics Laws of North America or “COGEL”. Carla Miller is the President and Founder of City Ethics and is an officer of COGEL.

City Ethics and IFI have agreed to undertake the organization of the first phase of this project which is to get 6 Iraqi executives from the Iraqi Integrity Office to the International Anti-Corruption Conference in Guatemala.  Following the conference, the attendees will travel to Miami, Florida to interact with anti-corruption officers from across the United States.

This project will be coordinated by City Ethics and IFI on a volunteer basis and no salaries will be paid.

Additionally, this project will be coordinated with the U.S. State Department and has the support and endorsement of the following organizations:

Transparency International
The University of North Florida Ethics Center
Florida Coastal School of Law
Miami-Dade Ethics Commission
The Inspector General’s Office of Miami Dade
The National Association of Inspector Generals of the U.S.
